HB 88 (Child Protection Amendments) Threatens Parental Rights

     There are parts of HB 88 that would allow the authorities to give your child medical treatment or vaccines, if they felt that such things were necessary. Although the word vaccines is not mentioned specifically, ordinary medical care would be provided for the neglected or abused child, which we all know includes vaccinations.

     They could keep your child for a period of time without your consent. They could do this if they suspected you had spanked your child or neglected him. They could fine and/or imprison people who refuse to turn a person in for suspected child abuse or exploitation.

     I prefer that the bill is killed, but if it is not, then our rights to parental approval before vaccination and parental choice in medical practitioners and treatment, need to be assured.

     Also, the following information is necessary in making additional amendments.

     The amendment of Mr. Brechtel is good
(See bottom of http://legisweb.state.wy.us/2004/digest/hb0088.htm), but I have additional ideas that should be included. The child protective service workers need training in vaccine adverse events. Otherwise, the child will be thought of as abused or neglected when in fact in many cases, vaccination was the cause of the bruising, subdural haematomas, brain swelling, intracranial bleeding, ocular retinal haemorrhages, and broken skull and other bones. Also, failure to thrive can be linked to vaccination. These reactions are usually slow in arriving, and are not thought of as vaccine-caused, so special training needs to be given to social workers.      Also, if the definitions are left out of the bill, then it is even MORE open to subjective interpretation than it was before. Good definitions and necessary training of social workers need to be included. [Then all we need to work on would be training the medical personnel in recognizing vaccine adverse events.]

     The Scheibner article referred to above explains the adverse events of vaccination that I mentioned above. One example is: "Indeed, vaccines like the pertussis (whooping cough) vaccine are actually used to induce encephalo-myelitis (experimental allergic encephalomyelitis) in laboratory animals (Levine and Sowinski, 1973 5). This is characterised by brain swelling and haemorrhaging of an extent similar to that caused by mechanical injuries (Iwasa et al., 1985 6)."

     One of the state representatives just gave me an example of a family whose five-year-old was taken away, traumatizing the family, because of bruising on the body. It was later discovered that the child had leukemia, causing the bruising. Please consider this: Dr. Frederick Klenner, Polio Researcher, USA, said, "Many here voice a silent view that the Salk and Sabin Polio vaccine, being made of monkey kidney tissue has been directly responsible for the major increase in leukemia in this country."

     HB 88 will have third reading in the House on Monday, February 23, 2004. If passed, it is sent to the Senate.


February 27, 2004 update

HB 88 Child Protection Amendments

    I sent this to the four senators who are on the Senate Judiciary Committee, who have e-mail addresses. Senator Meier, of LaGrange, does not. The four I sent it to are:

    Their committee meeting was at 7:00 this morning. As of 10:00 A.M., bill status 1-800-342-9570 doesn't know how that meeting turned out.

    For now, if you have the same concerns I tell about below, please contact the above senators and your state senator. State legislator contact information is included on this web page. If you want to briefly say something to a senator, you may use the summary info in the paragraph that starts with "In conclusion, I prefer that HB 88 is killed. ...", which I wrote at the end of the letter, about one-third of the way down this page.     I prefer that HB 88 is killed, but if you see that such a thing is impossible, please ensure the rights to parental approval before vaccination and parental choice in medical practitioners and treatment.

    In addition, the child protective service workers need training in vaccine adverse events. Otherwise, the child will be thought of as abused or neglected when in fact in many cases, vaccination was the cause of the bruising, subdural haematomas, brain swelling, intracranial bleeding, ocular retinal haemorrhages, and broken skull and other bones.     A note at the bottom gives more information about vaccination (and other causes that are not child abuse or neglect) being the cause of the above symptoms commonly thought of as child abuse.

    Also, please include a changed definition. HB 88 states that the definition of "neglect" is that found in State Statute 14-3-202 (a) (vii), which says "a failure or refusal by those responsible for the child's welfare to provide adequate care, maintenance, supervision, education or medical, surgical or any other care necessary for the child's well being. Treatment given in good faith by spiritual means alone, through prayer, by a duly accredited practitioner in accordance with the tenets and practices of a recognized church or religious denomination is not child neglect for that reason alone;".

    This definition is unacceptable; it needs changed. In March of 2001, the Wyoming Supreme Court concluded that waivers are to be granted upon simple request for religious exemption from vaccination. No church affiliation is necessary; nor are prayer or church tenets or practices investigated before that exemption is granted.

    Although that Supreme Court decision did not address personal beliefs that are not religious, the children of people who are not religious should not receive treatment or vaccination, when that treatment or vaccination is against the parents' or guardians' personal beliefs. I see HB 88 as a danger to the rights to refuse treatment and vaccinations when the parent or guardian objects on religious or philosophical grounds.

    In conclusion, I prefer that HB 88 is killed. However, in the event that such a thing is impossible, I ask that you ensure the rights to parental approval before vaccination and parental choice in medical practitioners and treatment. Also, the child protective service workers need training in vaccine adverse events and other causes that are not abuse or neglect. Last, the definition of neglect needs to be changed as explained above. [Note: If you use this paragraph when you contact your senator, the last sentence can say, "Last, the definition of neglect needs to be changed to exempt anyone from vaccination or medical treatment that he feels is wrong for his child or dependent."]

    Below is additional information excerpted from writings of the Association of American Physicians and Surgeons, Inc. (AAPS), concerning refusal of medical treatment, including vaccination.

    The AAPS says, "The Centers for Disease Control admits that the reported number of adverse effects of vaccines is probably only 10% of actual adverse effects." http://www.aapsonline.org/testimony/mandvac.htm

    On Aug. 3, 1999, Jane Orient, MD, Executive Director of the Association of American Physicians and Surgeons (AAPS) said: "Public policy regarding vaccines is fundamentally flawed. It is permeated by conflicts of interest. It is based on poor scientific methodology (including studies that are too small, too short, and too limited in populations represented), which is, moreover, insulated from independent criticism. The evidence is far too poor to warrant overriding the independent judgments of patients, parents, and attending physicians, even if this were ethically or legally acceptable. Indeed, evidence is accumulating that serious adverse reactions are being ignored. Although this statement has focused on hepatitis B vaccine, similar questions should be raised about others as well."

AAPS RESOLUTION CONCERNING MANDATORY VACCINES

WHEREAS: The statement of Patients' Freedoms adopted by the Assembly at the 47th annual meeting of AAPS in 1990 provides that "Patients have the freedom ... to refuse medical treatment even if it is recommended by their physician and to be informed about their medical condition, the risks and benefits of treatment, and appropriate alternatives"; and

WHEREAS: There are increasing numbers of mandatory childhood vaccines, to which children are often subjected without meaningful informed consent, including information about potential adverse side effects; and

WHEREAS: Parents who exercise their freedom to refuse one or more vaccines may be subjected to penalties ranging from deprivation of the right to enroll their child in school, to threats of removing the child from parental custody and forcible vaccination; and

WHEREAS: Safety testing of many vaccines is limited and the data are unavailable for independent scrutiny, so that mass vaccination is equivalent to human experimentation and subject to the Nuremberg Code, which requires voluntary informed consent; and

WHEREAS: The process of approving and "recommending" vaccines is tainted with conflicts of interest;

BE IT THEREFORE RESOLVED: That AAPS calls for a moratorium on vaccine mandates and for physicians to insist upon truly informed consent for the use of vaccines.

Note: A letter by Harold E Buttram, M.D., in 2001, about shaken baby syndrome/vaccine damage at http://vran.org/vaccines/sbs/sbs-rebuttal.htm also explains how temporary brittle bone disease (TBBD), lack of vitamin C, and vaccination can cause fractures, hemorrhagic complications, etc. "One of the primary roles of vitamin C in the body being that of producing and maintaining connective tissue, Dr. Kalokerinos hypothesized that with minor viral infections further depleting an already marginal store of vitamin C, the administration of endotoxin-bearing vaccines would sweep away the residual traces of vitamin C provoking fulminating scurvy with hemorrhagic complications from the [of (sic)] weakening of blood vessels."

Sometimes a health professional or school official tells a parent that his child must be vaccinated, even though the parent asks to have his child exempted.

Harold Buttram, M.D., described very well some reasons people need to do their own research on the vaccination issue. His Vaccine Scene 2000 -- Review and Update can be read at http://www.haciendapub.com/medicalsentinel/vaccine-scene-2000-review-and-update .

When you start to do your own research and begin to understand the effect of vaccine ingredients on the immune system, you may decide these ingredients are harmful to the human body.

Dr. Sherri Tenpenny, an osteopath from Cleveland, OH, stated, "A vaccine may contain 0.002 percent of a toxic substance such as formaldehyde. The percentage may seem like an insignificant, or 'safe' amount. However, the percentages, particularly when multiple antigens are injected at one time, often exceed the parts per million safety guidelines established by the Food and Drug Administration and the Environmental Protection Agency."

She goes on to say that doctors need to understand "that vaccines contain toxic ingredients and foreign DNA that do not belong in the bodies of people." She believes it is up to ordinary citizens to insist that physicians do the reading and the math. When they have done their homework, Dr. Tenpenny claims that, "it becomes nearly impossible for physicians to justify vaccinating children as the most intelligent way to 'immunize' them from childhood diseases."

Medical and religious exemptions to mandatory vaccines are available in Wyoming. Keeping our blood pure (untainted by the many vaccine ingredients) and our seed (our genes) from being mixed with RNA and DNA from foreign species is a principle that people often do not think of.

When God told us to keep the blood pure and to not let the seed be mixed, He had good reasons. Our immune system was created to fight an invasion of pathogens by mounting an acute response. This acute response drives the disease from the body and, in the process, strengthens the immune system so that it can be more effective in protecting us from any future onslaughts.

Vaccination does away with God's methods of ridding the body of these pathogens. Vaccines introduce an artificial means of prevention that has been shown to be a contributing factor in the development of chronic diseases and start a process of genetic recombination in human cells.

Imagine the result after several generations of genetic alterations in human cells. Our parents and grandparents had the smallpox vaccine, then the next generation had the diphtheria, pertussis, tetanus, and polio vaccines. The next generation has been given measles, mumps, rubella, hepatitis b, and others. The human immune system, at least in those who have been vaccinated, is made weaker and is less capable of responding effectively to an infection.

When people decide to place their faith in man's means of disease prevention instead of in God and the beautiful, efficient immune system He created for us, they needn't be shocked to discover the damage they have done to the human race.

Isaac Golden, author of the book _Vaccination? A Review of Risks and Alternatives_, put it so well when he said, "To someone whose god is science, vaccination makes sense. But to someone whose god is God, it is appalling."

Often in the last four years, I have read information on vaccination that I wish I could have read 24 years ago before my first child was born. One example is described below.

Richard Moskowitz, M.D., in his article "How Do the Vaccines Work?" explained the way a person normally responds to the measles virus. He inhales the virus and his body responds by allowing it to multiply in the head and neck region, from where it eventually passes into the blood and the visceral organs of the immune system, such as the spleen, the liver, and the thymus.

Dr. Moskowitz said that the illness is the effort of the immune system to rid the blood of the measles virus. The processes of mounting and recovering from acute illnesses involve the entire immune system.

God created a person with the ability to strengthen his immune system in this way, so that recovery from the illness means he is immune to it in the future. When we allow the immune system to be strengthened in the normal way, it is prepared to respond more quickly and effectively to any future infections.

Dr. Moskowitz went on to explain that injection of an artificially attenuated vaccine, such as that for measles, directly into the bloodstream, bypasses the normal portals of entry that activate our immune system. There is very little possibility of eliminating the virus from the body, as it would have done if it had been acquired normally. This is because there is no normal incubation period at the normal portal of entry.

The vaccine is an attempt to "trick" the body into producing antibodies so that it will be "protected" from a future exposure to disease. The trouble with this is that God didn't want us to ever have to deal with a virus or other antigen being placed directly into our bloodstream. We have no obvious way of getting rid of it when it is allowed direct access to our most vital immune organs and tissues.

The vaccine virus becomes latent in the host cells of the immune system. This latent virus has survived as a foreign element within the cell, so the body tries to keep making antibodies against it. Since the virus has become a permanent part of the cell's genetic material, the antibodies now are directed against that cell.

This leaves the body with a dilemma. It must destroy those infected cells in order to remove the constant antigenic challenge from the body. Vaccination is introducing highly antigenic material, such as live viruses, into our blood. A truly frightening result would be the many autoimmune diseases we are facing today. Our God-given immune system can no longer tell the difference between self and non-self. Our body becomes unable to recognize its own cells as its own and unable to destroy the parasites that it should perceive as foreign.

Circulating antibodies keep the virus within the cell, and continue to keep the immune system from mounting an acute inflammatory response. Then, finally, accumulated stress or emergency may be the impetus that causes the production of large quantities of antibodies that attack the cells, causing autoimmune destruction of tissues.

Dr. Moskowitz described the above processes in his article that was published in May, 1984, in Health Freedom News. More recently, Philip Incao, M.D., has written about the same subject. I have listened to many parents say they wish they had known about it before their children were born.

Voter Hotline:

    Call 1-866-WYO-VOTE (1-866-996-8683) if you want to leave a "vote yes" or "vote no" message. If you live in Cheyenne, call 777-VOTE (777-8683).
    Other than recommending that a legislator vote for or against an identified bill, callers cannot leave a general message for legislators through this service. All you have to tell them is your name, address, county, and which bill you are saying "yes" or "no" about. In this case, if you want the bill killed, say "No" on HB 88.

General Telephone Messages and Correspondence for Legislators:

Citizens who wish to contact a legislator directly during the session, or to convey a detailed message to a legislator, should call the
Senate Receptionist at 307-777-7711 or the House of Representatives at 307-777-7852.
Written mail may be directed to a designated legislator in care of the Wyoming House or Senate, State Capitol, Cheyenne, Wyoming, 82002.
Fax messages may be sent to a designated legislator at 307-777-5466.

You may easily find out who all your elected officials are and contact them by going to http://capwiz.com/hslda/home/. It lists all ways to contact them including e-mail. (However, it does not list the Voter Hotline number, which I gave above.)

http://legisweb.state.wy.us is the web site of the state legislature. On the left margin, where it says "Members of the 57th Legislature", you can find out how to contact any of the legislators, not just your own.

A former state representative told me the information in the first paragraph below:

The hotline is an OK way to go when one is in a hurry. The most effective way is to call each house or senate member individually and leave your message. That way it is on a pink slip and not among all the other calls legislators are getting. [Before you do that, please read the paragraph just below this one, starting with the word "Note".] They get sheets at the end of each day with a laundry list of bills and folks who say yes or no. The pages are numerous and sometimes legislators don't have time to peruse them as they have a committee meeting upon adjournment. It costs more money to call each individually, but email can be used, also. No one pays attention to the mass emails. Again, individual messages are key.

Note: Use 1-307-777-7852 only for a message that is NOT a YES/NO vote because the telephone receptionist who answers your call at 1-307-777-7852 said not to call this number with a yes/no vote, just with a message for the one legislator you are contacting with a message. That is the number that you call when you want to have a pink slip delivered to the legislator. I would only use that number to send a message in a paragraph form telling why I disagree or agree with a bill. I would rather use e-mail, when the person has an e-mail address, and most of them do.
